One of the key projects is the Surabaya Regional Railway Line, or SRRL, which is expected to make daily travel easier while supporting a greener future for East Java.<\/p>\n<p>&nbsp;<\/p>\n<p>The cooperation became more concrete in June 2025 when the Indonesian Ministry of Finance and Germany\u2019s development bank, KfW, signed a 230-million-euro loan agreement for the first phase of the SRRL project. They also signed a 6-million-euro grant agreement to support transport integration and the long-term sustainability of the investment.<\/p>\n<p>&nbsp;<\/p>\n<p>So, what exactly will be built? The first phase of SRRL will cover a 20-kilometer corridor between Gubeng and Sidoarjo. The project includes double tracking and railway electrification. This means the railway will be designed to handle more trains while using electric power, making it a more environmentally friendly option for commuters.<\/p>\n<p>&nbsp;<\/p>\n<p>The total investment for the first phase is around 296.8 million euros. Germany, through KfW, will provide 230 million euros in concessional loans, while the Indonesian government will contribute 66.8 million euros. Another 6 million euros will come through grants. Once operational, the railway is expected to serve more than 200,000 commuters every day.<\/p>\n<p>&nbsp;<\/p>\n<p>This is important because Greater Surabaya is a busy urban area where traffic congestion can become a major problem. More people are travelling between Surabaya and surrounding areas for work, education, business, and other activities. A reliable regional railway could give people another option besides using private cars and motorcycles.<\/p>\n<p>&nbsp;<\/p>\n<p>The environmental benefits are also a big part of the project. According to the German Embassy, SRRL could reduce greenhouse gas emissions by up to 150,000 tonnes every year by 2045. That makes the railway more than just a transportation project. It is also part of Indonesia\u2019s wider effort to develop greener and more sustainable cities.<\/p>\n<p>&nbsp;<\/p>\n<p>The project could also bring economic and social benefits. Better public transportation can help reduce traffic congestion, lower logistics costs, and improve passenger safety. It can also create jobs and support knowledge transfer between Indonesia and Germany.<\/p>\n<p>&nbsp;<\/p>\n<p>There is an even bigger plan behind SRRL. In the future, the railway is expected to be connected with other railway and bus services. The project also supports the idea of Transit-Oriented Development, or TOD. Basically, this means creating urban areas where people can easily walk, live, work, and access public transportation without depending too much on private vehicles.<\/p>\n<p>&nbsp;<\/p>\n<p>The impact could be significant. The German Embassy estimates that SRRL Phase 1 could benefit more than 1.3 million residents within its first two years of operation.
