Indonesia telah menjadi salah satu destinasi investasi paling menarik di Asia Tenggara. Dengan populasi yang besar, kelas menengah yang berkembang, sumber daya alam yang melimpah, dan lokasi yang strategis, negara ini terus menarik investor dari seluruh dunia, termasuk dari Timur Tengah. Namun, sebelum memasuki pasar Indonesia, investor asing perlu memahami peraturan penting yang dikenal sebagai Daftar Investasi Positif.<\/p>\n

Diperkenalkan melalui Peraturan Presiden Nomor 49 Tahun 2021, Daftar Investasi Positif menggantikan sistem Daftar Investasi Negatif yang lama. Ide utamanya sederhana: alih-alih berfokus pada sektor-sektor yang tidak dapat dimasuki oleh investor asing, Indonesia kini menyoroti sektor-sektor yang terbuka untuk investasi dan menjelaskan batasan-batasan yang mungkin berlaku. Bahkan, lebih dari 200 sektor usaha telah diliberalisasi untuk investor asing.<\/p>\n

Bagi investor dari negara-negara seperti Uni Emirat Arab, Arab Saudi, Qatar, dan negara-negara Teluk lainnya, hal ini menciptakan berbagai peluang. Banyak sektor kini sepenuhnya terbuka untuk kepemilikan asing, menjadikan Indonesia tujuan yang semakin menarik bagi modal internasional.<\/p>\n

Daftar Investasi Positif membagi aktivitas bisnis menjadi empat kategori utama. Kategori pertama adalah sektor prioritas. Industri-industri ini dianggap penting untuk pembangunan nasional dan sering menerima insentif pajak, perizinan yang disederhanakan, dan dukungan infrastruktur. Contohnya termasuk energi terbarukan, teknologi digital, farmasi, manufaktur otomotif, penyulingan minyak, dan berbagai industri berorientasi ekspor. Investor yang memasuki sektor-sektor ini dapat memperoleh manfaat dari keringanan pajak dan insentif pemerintah lainnya.<\/p>\n

Kategori kedua mencakup sektor-sektor dengan persyaratan khusus atau batasan kepemilikan. Bisnis-bisnis ini tetap terbuka untuk investasi asing tetapi mungkin memerlukan kemitraan lokal atau memiliki batasan kepemilikan. Misalnya, layanan pos, maskapai penerbangan domestik, layanan pengiriman, dan perusahaan penyiaran memiliki batasan persentase kepemilikan asing. Beberapa sektor, seperti penerbitan surat kabar dan penyiaran swasta, masih memerlukan kepemilikan mayoritas domestik.<\/p>\n

Kategori ketiga terdiri dari kegiatan bisnis yang membutuhkan kemitraan dengan usaha mikro, kecil, dan menengah (UMKM) Indonesia. Kemitraan ini dapat mengambil berbagai bentuk, termasuk subkontrak, perjanjian distribusi, atau kerja sama operasional.<\/p>\n

Kategori keempat mungkin yang paling menarik bagi investor internasional: sektor-sektor yang sepenuhnya terbuka untuk kepemilikan asing 100 persen.
