Indonesia\u2019s energy transition is getting another boost, this time through cooperation with Germany. On June 30, 2025, the Indonesian Government and Germany\u2019s development bank KfW signed a EUR 200 million policy-based loan agreement to support Indonesia\u2019s Affordable and Sustainable Energy Transition Program, or ASET.<\/p>\n

At first glance, EUR 200 million sounds like a simple investment figure. But the agreement is actually about something bigger: helping Indonesia create the policies and systems needed to move toward cleaner energy.<\/p>\n
<\/p>\n
Indonesia is currently facing an important challenge. The country still depends heavily on fossil fuels, while at the same time it wants to increase the use of renewable energy and achieve its climate targets. Moving from traditional energy sources to cleaner alternatives is not something that can happen overnight. It requires funding, better regulations, stronger institutions, and cooperation with international partners.<\/p>\n
<\/p>\n
This is where Germany comes in. Through the ASET program, Germany is supporting two major areas. The first is improving the policy and regulatory environment for the clean energy transition. The second is strengthening governance in the energy sector and improving its financial sustainability.<\/p>\n
<\/p>\n
In simple terms, the EUR 200 million is not only about building physical energy infrastructure. It is also about creating the right environment for future renewable energy investment.<\/p>\n
<\/p>\n
Some progress has already been supported through the program. This includes the establishment of an energy transition task force and regulations supporting the integration of rooftop solar power. Indonesia has also developed the foundation for emissions-based carbon trading and introduced emissions ceilings for power plants.<\/p>\n
<\/p>\n
These steps may sound technical, but they can have a major impact in the long run. Better regulations can make it easier for companies and investors to understand the rules before putting money into renewable energy projects.<\/p>\n
<\/p>\n
The agreement is also part of a wider international financing effort. It is being co-financed with the Asian Development Bank and France\u2019s Agence Fran\u00e7aise de D\u00e9veloppement. More broadly, the cooperation is connected to the Just Energy Transition Partnership, or JETP, launched between Indonesia and the International Partners Group at the G20 Summit in Bali in November 2022. The partnership aims to mobilize USD 20 billion to support Indonesia\u2019s clean energy transition.<\/p>\n
<\/p>\n
For Jakarta and Indonesia more broadly, Germany\u2019s support sends an interesting signal to the international investment community. Energy transition is no longer simply an environmental issue. It is becoming an economic opportunity involving renewable energy, technology, financing, infrastructure, and new business models.<\/p>\n
<\/p>\n
