Indonesia is getting another major investment project, and this one is pretty serious. A consortium involving companies from Indonesia, the United States, and Germany plans to develop semiconductor, silica-sand, and advanced glass manufacturing facilities in Medan. The total investment is estimated at around USD 26.7 billion, or approximately IDR 444 trillion.

The project will be located inside the Wiraraja Green Renewable Energy and Smart-Eco Industrial Park, which is part of Indonesia’s National Strategic Projects.

So, what exactly will be built? The consortium plans to develop several types of facilities, including semiconductor production, solar-cell and silicon-wafer manufacturing, as well as downstream processing for silica and quartz. There will also be advanced glass manufacturing facilities. In simple terms, this is not just another factory project. It is designed to create a wider industrial ecosystem connected to high-tech manufacturing.

The project involves three consortium groups: PT Quantum Luminous Indonesia, PT Terra Mineral Nusantara, and Tynergy Group, which consists of PT Energy Tech Indonesia and PT Essence Global Indonesia.

The timing is also interesting. The consortium has targeted construction to start once the necessary permits are completed. The companies have been pushing for faster licensing because they want to move into the first stage of construction as soon as possible.

Why does this matter for Indonesia? Semiconductors are becoming increasingly important as countries around the world try to strengthen their technology and electronics supply chains. Chips are used in everything from smartphones and computers to cars, industrial equipment, and renewable-energy technology.

For Indonesia, attracting this kind of investment could mean more than simply adding another large industrial facility. It could help create skilled jobs, encourage technology transfer, develop local suppliers, and strengthen Indonesia’s position in the global semiconductor supply chain.

The project’s history also goes back several years. Discussions involving Tynergy Group and Indonesian officials started around the 2022 G20 Summit in Bali. The commitment was later strengthened during Hannover Messe 2023 in Germany, when Indonesia was the partner country. A memorandum of understanding was signed in November 2023.

For Indonesia, the IDR 444 trillion plan is therefore not just about building factories. It is about building a stronger industrial base and becoming more involved in the technology supply chains of the future.
